Add lockout to prevent matching into same player consecutively#181

This feature should be implemented into all modes, not just ranked. I should not recieve a 60 minute ban for not wanting to play against someone who refuses to interact after being matched into them 10 times in a row when the live player count shows multiple hundred people are online.
